Welcome to the HP Support Community. I see that your system is locked and you are not able to turn it ON. Do not worry, I am here to help you with it.
When you say you are not able to turn it ON, may I know if you are not able to log into Windows or is it not powering ON?
Do you get any error messages?
May I know if you see any signs of power in your system?
If you are system has a power or boot-related issue, I would suggest you please use the link here and let me know the outcome after following the steps mentioned in the link.
