I tried using it onmy new PC. And I think it's malware

It's not malware since it is a file directly from the HP ftp site, but apparently with W11, you have to change a security setting to allow the file to run.

 

I have an old PC running W11 and got multiple warning windows when I ran the file.

 

It is also possible that you can't create a USB BIOS recovery flash drive with that file and can only run it in Windows.
