I have HP Pavilion dv-2014tu. If I shut down my system with low battery, then my laptop won't turn on afterwards with low battery even if it has 10% of charge. I have to plug-in to turn it on. I have checked and tested all my hardware, and everything is totally fine with the hardware. Even the software, BIOS and drivers everything is up to date. So, why my laptop won't turn on even if it had10% battery?

I am not surprised the laptop will not power on with only 10% battery -- as I would suspect you would need 20% or 30% for it to power on fully.
If that is the only battery issue, there is nothing wrong with your laptop.

okay, I understand that but there is also an ambiguity between service centre and customer care service, as when I contacted customer care service, they asked me to do various updates and all, and still, it is under observation. But after that I went to the HP service centre in my city, where they told me that this is totally normal there is no need to worry about this. And therefore, I am surprised and confused by this like how the same company can say two different statements.

I would agree with the folks that say this is not an issue.
I have no idea why others are telling you something different -- and we are not permitted to comment on the accuracy of any advice you receive from any HP folks.
