Welcome to the HP User Community.

The Photos application is not "brand" or computer model dependent.

Your Windows Operating System must meet certain requirements as noted at the Microsoft Store for the Microsoft Photos App.  Look for the app in the store and check "System Requirements".

If not done,

Try / Consider

The application also includes a number of "Advanced Options" you can use in an attempt to fix the problem.

Settings > Apps > Apps and Features

Find - Click on the Microsoft Photos App

Click on Advanced Options

Peruse the list and select what you'd like to try to fix any problems

If all else fails, (and if you have not done so),

Consider

Uninstall the application > Restart the computer and sign in > "Get" a new copy of the application from the Microsoft Store

What else?

Have you checked for solutions at the Microsoft Community ?

What else?

Microsoft software is controlled by Windows - if the application needs an update, normally it will be done by the application or by Windows Updates.  Check the Application version (in Settings > Apps > Apps and Features > Microsoft Photos) and make sure (other) Windows Updates are current / installed.
