HOW DO I USE DIAGNOSTICS?
HP PC Hardware Diagnostics Windows is a Windows-based utility that allows you to run diagnostic tests to determine if the computer hardware is functioning properly. The tool runs within the Windows operating system in order to diagnose hardware failures. HP PC Hardware Diagnostics Windows comes pre-installed on new HP computers, but if not on yours, download here:
The shutdown problem may be due to some corrupted software.
Restart in safe mode, and run sfc /scannow.
I suggest you make backups and recovery media, and consider a clean re-install.

As far as I know, HP does not send technicians to customer locations to repair PCs. HP is not in the PC repair business.
If you want to PAY for Tech Support, then I suggest you check directly with HP Customer Support to see if this is even possible in your region.
