Following these instructions to optomize computer for Native Instruments software (Issue: audio dropouts)
refer to section 3.2.2.  on Speedstepping:

Windows Tuning Tips for Audio Processing – Native Instruments (native-instruments.com)

 

Specific power Instructions are in section 4.5.1. called Power Plan Settings and require adjusting Processor to run at a consistent speed with no throttling. These power options are not available in either the BIOS nor the advanced power settings.

I reviewed your post and I understand that overclocking is not working on the HP Spectre x360 Convertible 15-df1xxx,

 

Don’t worry, I assure you I will try my best to get this sorted.

 

Based on the specifications of your computer, I see that the overclocking feature is not supported on the computer. Please refer to the below article for more information.

The support article referenced in your reply refers to Omen gaming hub. I do not use this Software. 

 

I'm not looking for help regarding overclocking. I'm looking for help regarding not underclocking.

 

LatencyMon app reported:

The CPU speed that was measured is only a fraction of the CPU speed reported. Your CPUs may be throttled back due to variable speed settings.

 

This "underclocking" appears to be causing audio dropouts in my live music production.

 

I never imagined USB audio interface stability would be  a function of variable cpu clock speed... 

This is the real issue I'm having...

 

I also am a bit perplexed that there's no way to control this in the bios or with windows 10 OS. And on top of that, I'm hearing that even third party applications like Omen gaming hub can't be used either?

 

So do I need to return my computer and look for another?

Did you attempt a system restore to an earlier known working date?

Have you performed a hardware test using the HP Diagnostics tool? (Click here, for instructions if you haven't).
