I have an HP envoy computer, It was originally purchased with Windows operating system 10 but later on upgraded to Windows 11 home edition. I cannot for the life of me find how to get the control driver for the HP pen control either on the Microsoft store site or HP site but it is not installed on my computer how do I get it???

Your Envy computer, should it support a an active pen, will not likely list a Pen Control in your computer's website software and drivers. The only exception to this rule is an odd "built-in" pen control that is specific to a very few systems, emphasis on "few". That means >> If your computer were one of those affected by weird little built-in control app, the control app would be listed in your Software & Drivers category.
Quick check - HP Pen Control app still shows as listed in the Store:
