Hello, and Welcome to the HP Support Community!
In order to use "Paste", you first have to "Copy" something - either using a mouse (highlight what you want to copy or move, then right-click to Paste) or keyboard shortcuts (ctrl- C and ctrl- V).
If you don't have anything copied into memory, you will not get the Paste option. Also, you have to select a place you want the data to "land" on! Either a folder, or a text box. Click the destination, then try right-clicking to see if Paste is available.
In your picture, I see nothing indicating you have selected a destination...
