I downloaded all my files from a external hard drive . I went to view my pictures and it says I don`t have permission. How do I unlock them or get permission to see my own pictures ?

That depends very much on where you copied the picture FROM originally.

 

The default save directories on a PC are under the C:\users\<username> folders -- and those are restricted so that you can only see the files in YOUR user directory.

 

IF, for example, you have another PC or another user account, and you save THOSE files to an external drive, when YOU try to view them, Windows will not let you, because you are a different user than the one that created the files.

 

You would have to try to "take ownership" of those files:  https://www.tenforums.com/tutorials/3587-change-owner-file-folder-drive-registry-key-windows-10-a.ht...
