If you ordered "new", and paid the "new" price, you should have received a "new" computer.
Ethically, any seller of refurbished computers should mark their product as "refurbished".
Note that some computer-stores have registered with some manufacturers, such as HP & Lenovo, to become an "authorized refurbisher" of those brands of computers. The computer-store must follow certain strict standards when doing the work of refurbishing, to maintain their authorization.
Of course, HP itself is an "authorized refurbisher".
Could it just be a clerical mistake made at their Service Center, made by their shipper/receiver when "logging-in" your computer into their database?

I am gigving you two links to different threads where you can see how to tell if your notebook is a HP refurbished notebook.
Let me know if it helps,
David

thanks for the help,
When I look my order recepit, it has different product number than my laptop have. when I talk about this issue with the HP service center they told me that one technician made mistake and configured wrong product number to my laptop. they will correct my product number which i can see on HP assitance.
I think something is wrong because when i order laptop it has different product number on the receipt. but when my laptop was delivered to me it has different product number and has letter R on last which means it is refurblished. well after 2 months i am facing hardware issues and this is not coincidence that techinician made mistake and i am facing hardware issue.
The service center told me that the laptop is not refurblished it is brand new laptop. my question is if it is brand new laptop then why it has R on last digit. If i think for moment that it might be technician fault that he configured wrong product number but how my laptop is facing hardware issues if it is new.
Is there any other ways i can check if my laptop is refurblished or not?

While the volunteers on this forum can offer suggestions and advice, none of us can "solve" your problem.
You have all the information that you need to contact HP Sales (not HP Support), to show that you were shipped the wrong product. So, that is the path that you should take.
If that does not work, maybe your local TV station has an "ombudsman" (this is a Swedish word, and the Swedes do not use "ombudswoman" nor "ombudsperson"), namely a TV reporter who does "consumer" stories about people who cannot get satisfaction from a company, e.g., HP, in any other way. The presence of a TV camera, and the thought about bad publicity during the News Hour show, adds "leverage" that you don't personally have.
