Hi:
All HP Elitebooks have SIM card slots.
Most of them do not have the optional WWAN mobile broadband adapter required for the sim card to work.
If you do not see one of these model WWAN cards listed under the Network Adapters device manager category, then your notebook does not have the optional WWAN card.

HP lt4120 Qualcomm® Snapdragon™ X5 LTE Mobile Broadband Module 1,2
HP lt4132 LTE/HSPA+ 4G Mobile Broadband Module1,2
HP hs3210 WW HSP with GPS Mobile Broadband1,2
1. Sold separately or as an optional feature.
2. WWAN module is optional, requires separately purchased service contract.
