hp spectre 16 2023 I7 13700 cpu laptop. standard specs

i got a spectre 16 2023 with 13700 i& xcpu. but for some reason i get really bad performance in the areas i want out of it

 

in any text editor. aka notepad, when i move the cursor via arrow keys it is a delayed reaction, and sometimes small burst fast but mostly 1-2 second slow delayed.

putting keyboard and any cursor personalization settings as fast as i can make no difference.

i even installed a barebone no intel or hp bloatware OS win11 pro on a sub SSD partition but the issue is still on that bootup as well

i disabled the function key and any keyboard and cursor effects i could get hold off but the issue does not go away

i am a programmer and doing arrow key movements is important for my work. especially shift arrow select. but the arrow select is dog slow. not sure if it is a win 11 notepad issue. but i get it in intellij ide as well so not just microsoft notepad/word.

any help would be appreciated cause i am now at a stage where i am losing respect for HP laptops and microsoft and intel as well. 

i did upgrade my BIOS hoping it would fix the issue . i also in bios disabled smart function keys. but nothing helps.

 

at this stage i am going to install a win 10 barebones and if the issue still persist, then i assume it is a HP laptop issue, cause none of my previous laptops ever had a delayed cursor error. might even install linux if need be cause this should be a very fast laptop but it is very disappointingly under performing by a factor.

 

so yes. any help would be much appreciated. i have seen 1 person on reddit raising this issue. not sure what laptop the person used. but there was no response to his question.
