how do I delete the program "Idle Buddy" ?

It is not a program - it is a virus / bug / malware / vermin.

 

Little rat bits likely snuck into your system when you downloaded something else.  Not all sites protect your best interests.

 

If you have decent security software installed, you can usually dig out these creatures with a deep scan.

 

Or, take a look on the 'net for ways to remove this bit of nasty.
