I'm getting driver updates for windows 10, but my system is windows 11. Is it ok to download windows 10 updates?

Welcome to the HP Community --
"Getting" perhaps implies that you are not in charge of what is being offered as updates.
HP Support Assistant, for example, might have trouble discerning your installed Operating System version.
If that happens, the program might default to the wrong OS version, hang, balk, or simply spin and "not work".
In general, trying to install an unknown update -- or one that is not meant for your OS version -- is not recommended.
IF you are receiving incorrect updates or suggestions from HPSA, consider shutting off the Automatic Updates setting in the HP Support Assistant application.
Open Category Software and Drivers
Software and drivers for HP Laptop - 15-ef1078nr
Change Operating System version to Windows 11
Example - Manual Updates - Check / Compare / Install
Open Category Software and Drivers
Select Operating System = Windows
Select Version = Windows 11 -- OR -- If offered, Select the build level / version
Click to Open All Drivers
Select Open All
Sort by Release Date > Descending order (arrow pointing down)
The drivers listed are relevant to your computer's series of systems.
True - Not all drivers in the Software and Drivers list are for YOUR computer.
Check the drivers in the list compared to the installed drivers using the Device Manager,
Control Panel > icon view > Device Manager
Tab View
Select View by Type
Check Show hidden devices
Open Driver (for example Biometric Devices)
Right-Click on Driver > Select / open Properties
Tab Driver
Compare Driver version to the driver listed in system's support page Category Software and Drivers

You are welcome.
HPSA is nice software (now, actually an "App") -- it's easy to use and should take care of itself.
Most of the time -- HPSA works just like you'd expect.
Sometimes HPSA does something unexpected.
Personal opinion -- Using HPSA:
Do not let HPSA update your BIOS.
What?
Fussy BIOS update should be done when you decide and only after you have your most critical data backed up on other than the local machine.
Whether or not to use HPSA is really a personal choice.
Lots of people, for lots of reasons, choose to install updates manually.
Use what works.
