I have the same problem. I have tried opening through the Start center, Settings, and clicking the little icon on the taskbar, but it only ever opens a blank window, then stays there. Sometimes it also shows a message saying "Page not available. Your IT administrator has limited access to some areas of this app, and the item you tried to access is not available. Contact IT helpdesk for more information." But I am not using a school or work account; this account is my personal account. I have completely reset my laptop to try to fix this, but to no avail.
