HP only has the service manual for the previous 17-cn1xxx model series on your notebook's support page.
It is the second one listed.

Chapter 1 of the service manual indicates the USB-C port supports data transfer only.
Chapter 2 of the service manual indicates the USB-C port can also charge small devices.
I believe the PC needs a thunderbolt port to support video transfer.

That would explain why your efforts to use the USB-C port to project to a second display are not working.
