I booted up My Laptop one morn, and at the bottom of the screen was 3 Inches of Green Tinted Screen... Pretty sure I need new Screen, but would like to make sure that is legit.

Have you run diagnostics?
Tap the ESC key after powering on. . Tap it once a second after you see the LEDs on the keyboard flash. When you see the startup menu, press F2 to run diagnostics.
If the tint shows up during diagnostics then it is a hardware problem. If you then attach an external monitor and the tint shows up (during diagnostics) then the problem is the motherboard, not the screen.
I would not replace the screen unless there was a video available to see how difficult it is.
Occasionally a used working laptop can cost less than a screen replacement.
