As soon as driver is enabled for this device there is a screen stoppage in function every 3 seconds for approximately half a second, most noticeable in mouse curser movement across the screen.
If I disable the driver and let windows control the device there is no problem, but then I am operating with a limited set of operational controls for the device and cannot expand the screen to include other screens.
Any advice for a fix?

I see you are experiencing AMD Driver issues with the HP Notebook.
I have a few recommendations
- Update your Notebook computer to the latest BIOS from HP.COM.
- Make sure the Windows and HP support assistant updates are up to date.
- Try updating the AMD driver from HP.COM.
