I've a notebook with an integrated AMD Radeon Vega 8 Graphics that uses 2 Gb of RAM, but also i have a discrete GTX 1650 so i don't need that much for Vega 8, because for games 1650 is used. How can i reduce momeory for Vega 8?

That is a known issue, but it is not related to the graphics using 2 GB of memory...

This seems to only apply to models with AMD processors and chipsets.

There was a BIOS update released for your notebook in January.
I don't know if updating the BIOS would help any or not. The BIOS update doesn't address that problem.
