Hello
I don't understand the language of the picture but I can tell you this
4196 MB should be the maximum RAM that driver can allocate for the MAIN MEMORY available on the system
768 should be the current allocated memory
3428 memory RAM tha tcould be allocated if needed.
The driver dynamically allocates the VRAM from MAIN MEMORY only if a software need more VRAM.
Do you have software that need more than 868MB of VRAM ?
bye

sorry I can't help you more than this.
it's very difficult to kown excatly what is doing a driver in the OS , and the only thing I know is there there is a minimum allocated by default , but the 768MB fore sure can't be really allocated if your ssystem hasd only 1GB of RAM installed otherwise OS will not boot.
I don't knwo if there is AMD documentation explaining how video memory is allocated or other utility able to show show you the RAM quantity of memory dynamically allocated every single second.
someone suggest to use https://www.techpowerup.com/gpuz/ , if can do a try and see if you get what you need.
bye
