Good day.
I ask the community to help solve my problem.
I have a laptop HP Pavilion 17-cd1000 (8WK95AV) i5 10300h gtx 1650ti
I would like to access the advanced settings tab in BIOS as well as Nvidia advanced settings.
Help me please.

Sorry, but apart from business notebooks and some high-end gaming PCs, accessing Advanced BIOS option on HP PCs is not possible.
Some OEMs lock out the advanced BIOS options to prevent customers from making changes to options that can destabilize or otherwise damage the PC -- and then send it back for repair under warranty claiming they did nothing to it.
I know only SOME of the advanced options are risky, but it's simpler to disable access to ALL advanced options than to allow/disallow on an individual option basis.
That's the course of action that HP has chosen. No one from here is going to provide you any means of getting around that.
As to the Nvidia settings, you should contact Nvidia support about those.

This is just nonsense, I pay for the whole product, not for the stripped-down version.
Nvidia has nothing to do with it, the point is the impossibility of completely disabling the built-in graphics because of this, there is no and there will not be a tab for additional nvidia settings.
I'll hand over this useless piece of plastic back to the store.
