To the right of the "space-bar" on your keyboard, is the first key labelled 'ALT GR', meaning "alternate graphic" ?
Hold down that ALT GR key, and touch one of the special keys, and then release both keys.

Thank you for your reply, but that is not the keyboard I have!
The blue letters on your example are white on mine and easily accessible as you describe.
My Swedish keyboard has Norwegian Ø & Æ in green & blue on the Ö & Ä keys. It is these I wish to access.

This keyboard has WHITE keys for the Norwegian (not Swedish) vowels.

Huh? I think that you have a Norwegian keyboard, not a Swedish keyboard.
Does your keyboard have that 'AltGr' key? Use it, as you would use the SHIFT key, to select 'E' or "euro" (see above).

to tell Windows to display a Norwegian vowel when you press one of the WHITE keys on the above keyboard.

Thank you but once again, but I do not have the keyboard you picture!
I live in Sweden and bought my PC from the HP store in Sweden and they supplied the keyboard.
The basic layout is as your first picture, however on the Ö & Ä keys I also have the Ø & Æ characters in green & blue.
It is these I wish to access!

Can you use your smart-phone to take a picture of your keyboard, and post it here, so that I can see which keyboard you have?
Did you follow my instructions about "adding" an additional keyboard layout into Windows?
When you do, you can easily switch from a "US-English" keyboard-layout to the other keyboard-layout.

On the bottom row of your keyboard -- the one containing the "space-bar" -- do you have any GREEN or BLUE keys?
How are those keys labelled?
Do you have that 'AltGr' key?
What happens when you hold that key down, and press the Ö key? Does it display Ö or does it display Ø ?

Thank you, I really appreciate your continued interest.
I do have an altGr key but it has no affect on the Ö or Ä keys. I have no coloured keys on the bottom row. Otherwise, the layout is exactly as I have described.
It is difficult for you if you are not familiar with this keyboard, however, the obligation actually lies with HP. They have sold me this Swedish keyboard with no instruction on how to fully use it. If they have chosen to put ancillary green & blue characters on their keys then they really should explain how to use them!

Note that the 'E' key also has a "Euro" symbol.
Hold down the 'Alt Gr' key, and press the 'E' key. Release both keys. You should see the "Euro" symbol. Correct?

Did you post a picture of your keyboard? If so, I must have missed seeing it.
Did you follow my instructions to add the Swedish keyboard, and then did you tell Windows to switch to that keyboard (rather than the US-English) layout? After doing that, try:
* unshifted ö
* SHIFT and Ö
* ALT GR and unshifted ø
* ALT GR and SHIFT Ø
I presume that you are typing these characters into a "language-aware" program like Microsoft Word.
Is there an HP part-number on the bottom of the keyboard?
