It is difficult to say if your lens is truly defective/broken, or that the "blurriness" could be easily remedied. Perhaps you want to take your laptop to a local PC repair shop and have them take a look at it. Please be advised that webcam replacement is quite 'involved', and requires above average PC-savviness, so to speak: (1045) Replace the Webcam Board | HP Pavilion 15 Notebook | HP - YouTube.
However, if it is the case that you need to replace the webcam lens of your HP Laptop - 15-Ef0023dx (9YF67UA), the HP p/n is: L63564-001 ("WEBCAM"):
