I got this laptop one month ago and the camera has not worked at all. I have tried turning it off and back on, hard resetting, updating the system, turning off and back on the camera switch and nothing will make the camera turn on. When i try using it on any application or website, it does not open or load at all.

Of all the many notebooks and workstations I've purchased, I did have one system (years ago) that had "dead" webcam at delivery. I was able to get it fixed but I did have to send the system to HP for in-Warranty repair.

True - some folks miss the "privacy" shutter door - good to have checked.
Were this a Windows system, I'd suggest checking the Device Manager for the camera.
Unfortunately, I don't know how one checks ChromeOS for installed hardware.

Not every issue is covered under the standard Hardware Warranty. Purchased Care Pack Warranties differ by contract.
HP is not a "general" repair facility: Requests for out-of-warranty repairs are usually not accepted.
If the problem is hardware, if your device is in Warranty, if your device is Registered, and you cannot submit your case to Support, let us know and we will forward a request.
Important
HP Phone numbers you find on the Internet have likely been hijacked. Old HP phone numbers – for example, those numbers no longer used by HP since the move to “online” case submissions – might have been taken over by thieves.
