So i wanna make a laptop setup with a 144hz monitor but i dont know if i can connect it to my laptop and support the 144hz

You can't use USB-C port, it supports Data transfer only. But you can use HDMI port which is

 

          High-definition multimedia interface (HDMI) v.2.0 + HDCP 2.2 supporting up to 4096 × 2160 at 60 Hz

 

Now If you wish to use 144Hz monitor, you can't use 4096 × 2160 resolution, you can use 1920 x 1080 resolution
