I have a HP 470 17 inc G10 notebook PC and would like to find out if it is compatible with HP E14 G4 portable monitor before i commit to purchasing one.

I understand you you want to know about the display compatibility. I'm here to help you today.
Your computer supports HDMI port to connect the external monitor where as the monitor you looking to purchase is HP E14 G4 (14" ) Full-HD IPS Portable USB-C Monitor, which works with USB-C, hence its not compatible with your PC.
Your PC has these ports avaiable.
(2) SuperSpeed USB 3.2 Gen 1.0 Type-A ports; 5 Gbps signaling rate
(1) SuperSpeed USB 3.2 Gen 1.0 Type-C port; 5 Gbps signaling rate (data transfer only; charging or external monitors not supported)
(1) AC power input port
(1) HDMI port (cable sold separately)
(1) Headphone/microphone combo jack
