Hi @Adam619

Welcome to the HP Support Community.

Thank you for posting your query.

The repeated screen flickering after boot and the cursor freezing behavior indicate a deeper hardware or driver conflict rather than a simple settings issue. Since the registry and input responses are being overridden, this points to either a graphics driver malfunction or a hardware fault in the touchpad/keyboard assembly. I would request you to please follow the steps:

Disable Windows Fast Startup

This forces a clean driver initialization every time you turn the laptop on.

  1. Press Windows Key + R, type powercfg.cpl, and press Enter.
  2. Select "Choose what the power buttons do" on the left.
  3. Click "Change settings that are currently unavailable".
  4. Uncheck "Turn on fast startup (recommended)" and click Save changes

Clean Graphics Driver Installation

  1. Download the latest Intel UHD Graphics driver for your processor.
  2. Open Device Manager, right-click Intel(R) UHD Graphics under Display Adapters, and select Uninstall device (check the box to "Delete the driver software").
  3. Install the downloaded driver, ensuring you select the "Clean Installation" option if available

Run Hardware Diagnostics

  1. Turn on the laptop and immediately tap the Esc key repeatedly.
  2. Press F2 to load HP PC Hardware Diagnostics UEFI.
  3. Select Component Tests > Keyboard and run the Interactive Key Mapping Test.
  4. If the test registers a "Down Arrow" input before you touch anything, or if specific keys do not respond, the internal keyboard is damaged and must be replaced.

Hope this helps, Please revert if the issue persists.

Take care and have an amazing day!

I'm an HP Employee.
