Microsoft Windows 8.1 (32-bit)

After installing my ati redeon express series on my win 8.1 32 bit edition 

During cold booting all I see is just the cursor but if I press the power button. Then it already in sleep mode and press the power button again it display correctly please help out

See if turning off the Fast Startup option resolves the problem.

Thanks so much but am thinking maybe I should install win 7 maybe the problem will be solve completely

That would probably be a good idea.

 

Did you manually install the Vista graphics driver from your notebook's support page?

 

That is the only way the graphics driver will install correctly on W7, W8/8.1 and W10.

Another question sir please what if the display goes black screen  after installing at I radeon xpress during sign in

If the screen goes black after you sign in, unfortunately I don't know what you can do about that.
