HP EliteDisplay E271i 27-inch IPS LED Backlit Monitor

I am using an HP EliteBook x360 1040 G8 Notebook PC and can not get my monitor (HP EliteDisplay E271i) to detect the DisplayPort. I am using an HDMI to DisplayPort cable that is brand new. I have tried inserting the HDMI directly into my laptop and have tried the HDMI into a loading dock that has a USB-C connected to my laptop. 

 

Each time I try this the monitor says "DisplayPort: No Signal". Also, from the system display settings of my laptop, there are no external monitors detected. I have tried the timing issue that I have seen common issues with by turning off both my laptop and monitor, inserting the cables, then turning on my laptop then monitor but have had no luck. 

 

Does anyone know why this may be happening?
