I am planning to buy an Omen Laptop, and I am quite interested in having an RGB Keyboard. So does all Omen Laptops have an RGB Keyboard? If not, which one does? Or which one is able to be configured to an RGB Keyboard?

Some OMEN laptops have RGB backlit keyboards, others have red backlighting only. If you post a link to what you are looking at buying, I'll try to take a look to confirm that the model in question has RGB backlighting.

The specification for that system at your link gives a choice of red or white backlighting (white being a no cost option; if you accept the defaults you will get red backlighting). It might be that the white option is RGB, but as it doesn't say so, I would assume it is just white and be pleasantly surprised if it is actually RGB.
The model code appares to be 15-dc0052nr. The specification for that system says "Full-size 4-zone lighting backlit keyboard with numeric keypad and NKRO". Again, there is no promise of RGB. If the system had RGB, I would expect the specification to state so unambiguously.

Do you happen to know what is the difference between the 4FB29AV_1 model and 3NS58AV_1? In my point of view, they have the same chassis but it would cost more for the 3N model compare to the 4F model for the same spec.

3NS58AV_1 is thinner and lighter than 4FB29AV_1. I am not sure whether there are any other differences.
From a performance standpoint you may well be better off with the heavier and thicker 4FB29AV_1, as there might be less thermal throttling and/or less fan noise. I cannot guarantee this will be the case, though.
