15M-ED0023DX HP Envy x360 15" 2n1
Microsoft Windows 10 (64-bit)

I have a 15M-ED0023DX HP Envy x360, and two 2k monitors that have hdmi&vga. I want to do dual monitor setup with laptop. What Adapter will work? Laptop has usb-c thunderbolt, hdmi, usb output ports.

Intentions are for extending displays.. What dock or Adapter to get??

No, your machine does not have Thunderbolt port. Its specs

         https://support.hp.com/au-en/document/c06620354

It only has

1 SuperSpeed USB Type-C® 10Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge);

1 SuperSpeed USB Type-A 5Gbps signaling rate (HP Sleep and Charge);

1 SuperSpeed USB Type-A 5Gbps signaling rate;

1 HDMI 2.0;

1 AC smart pin;

1 headphone/microphone combo

You should be able to use HDMI and USB-C ports for 2 monitors

Regards.

Is there a dock or port Adapter that I can use with this laptop instead of taking up both hdmi & usb-c ports? Would the Plugable UD-6950H USB 3.0 Dual 4K Display Horizontal Docking Station work? The two monitors are AMD freesync which I would think might work?
