I'm attempting to use a hub to connect my display from VGA to USB C. It worked on my other Lenovo laptop after I tested it on a different device. My HP is the issue, then. Who can assist me in fixing this?

The specs of your machine is
https://support.hp.com/au-en/document/ish_6340519-6340563-16
It has (1) USB4™ with Thunderbolt™ Gen 4 Type-C port; 40 Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge) port. Definitely you need a Thunderbolt™ 4 dock/hub to be able to have full compatible. What is your current hub ? Does you old machine have Thunderbolt™ 4 port ?
Regards.

Hello Banhien
My older laptop, a Lenovo, has Type-C (Gen1, 5Gb/s) support and DisplayPort modes. In case you require it, this is the model name:Lenovo Legion 5 82B500NWMH - 15ARH05.
And my HP Omen ought to support it similarly to my previous computer, as you mentioned. My hub is an inexpensive Amazon product. I tried three different kinds in all. all work on my former Legion.
