I can't get rid of a strong blue color tint on my external VGA monitor which is connected from the HDMI port through a Best Buy Essentials HDMI to VGA adapter. I connected to a TV HDMI port ands the color looks fine. Also for a couple of days to blue tint disappeared, but then it re-appeared although I had not messed with any of the related settings. I played with various monitor settings and color calibrations with no improvement. Any suggestions?

That is the culprit. You need a proper converter to convert from HDMI (digital) to VGA (analog).  Your monitor probably is too old.

You are correct, my Samsung monitor is old, but I would be surprised if VGA has somehow change. This monitor still works fine with my older laptop that has a VGA port. In any case what would be a "proper converter"?

I have tried a few different adapters with no better results. I read that the active components in such adapters might not be getting enough power from my HP laptop to operate properly. I am tempted to try an adapter with a supplemental USB power connection though it would be helpful if HP could validate this might be the issue;
