My fingerprint reader is not working.
Its not Physically damaged anyhow.
It was working a few months back. After Windows update, It stopped reading fingerprint.
I tried installing all the available drivers..
Windows hello is also not available.

Pulling one system out of the group that offers an I5 Core
In general, it is sometimes necessary to remove the existing fingerprint reader driver before installing the updated version. In particular, deleting the driver before installing a fresh copy can help with the functionality has been lost due to changes in the File System (Windows Updates, for example).
For those reading:
- Windows Hello face recognition requires a high-end IR camera. If your computer does not have the proper type of camera, at this writing, Windows Hello face recognition will not work on your computer.
- Fingerprint login does not require the same kind of "high-end" equipment; the function does require a supported fingerprint reader that can, in turn, run an updated fingerprint reader driver suitable for the latest version of Windows 10.
Try / Consider
Things all work better if both Windows Updates are current and installed and the HP software and drivers are also updated and installed.,
Consider manually updating (download-save-install) any other HP Drivers for 2019 (current year at this writing) listed in your computer's Software and Drivers Website support. Open the website page and click "Open all" > Search the page for drivers dated "2019" (as of this writing). Install each driver / software "one at a time".
After drivers / software are installed, Restart the computer and log in.

Download and save the new fingerprint reader software.
Remove the driver (uninstall) the reader driver from the Device Manager
Open Device Manager > Biometrics > Right-Click Properties > Uninstall
Open File Explorer
Navigate to the folder in which you saved the downloaded fingerprint software package (Downloads)
Double-tap on the installation package to install the software.
After the software is installed, Restart the computer and log in.
These are the basics - if there are other "things" going on in the File System or if there are other drivers / software interfering with the operation, tapping / changing / updating the driver for the fingerprint reader device will not suffice to resolve the problem(s).
Do check to see what others say - many times the exact resolution for your situation has more to do with how everything is working together than whether one driver is installed and working correctly. For example, sometimes it is necessary to reset the Windows PIN used to support the use of the fingerprint logon.
