My laptop has developed a rather annoying fault.
HP Envy D061na

If the laptop has been turned off for more than a minute, then when re-starting,the screen will show power (screen flashes) but does not display HP logo and subsequent logon screen.

If the laptop is then powered down, started again followed by ctrl+alt+del then esc then the screen is then engaged and subsequently works fine (this sequence of re-starting may take 3 or more attempts).

If I then shutdown the machine and then restart within 1 minute then the laptop starts ok. Any longer than a minute and the bank screen scenario occurs.

The drivers, bios, and Windows are the latest versions.

Any guidance would be much appreciated. Is this a hardware or software issue?

Welcome to the HP Support Community. I'd be happy to assist you with the boot issue. 

 

Please try these steps -

 

Step 1 BIOS Defaults -

1) Shutdown the computer. 
2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears. 
3) Press F10 once for BIOS. 
4) Press F9 for BIOS defaults. 
5) Press F10 to save and exit. 
 

Step 2 Hardware Diagnostics -

1) Hold the power button for at least five seconds to turn off the computer.
2) Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
3) On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests.
4) Click Extensive Test.

This suggested solution did not work. I still encounter the issue regarding leaving the machine off for over a minute and the system starts again with a dark screen. You can see a flicker then it does not display an image unless the identified process is gone through. Is this a hardware issue rather than software?

Did you run the hardware test? Did your see the screen flicker in the BIOS?

es I have run the full hardware test however I will do it again and report any changes.

If there's no failure reported, try these steps to restore the computer - 

 

1. Shutdown the computer. 
2. Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears. 
3. Press F11 once for System Recovery. 
4. Choose the Keyboard Layout. 
5. Click on Troubleshoot. 
6. Go to Recovery Manager and click on System Restore. 
7. Choose a Restore point or a Restore date when the computer was working fine. 
8. Click on OK to initialize the System Restore.
