A white dot showing both in Windows and the BIOS display is most likely a failed pixel -- which is a hardware issue which would require replacing the entire screen to fix.
But the problems with this are two-fold:
1) Pixel failure -- HP gets to decide HOW MANY failed pixels are allowed on a screen. We have no influence in this, nor do any customers. So, you would have to send the PC to HP at your expense to have them determine if they will replace the screen.
2) Warranty coverage -- if the PC is still under the original warranty, this MIGHT be covered -- but we here are not allowed to make any comments on warranty coverage, only HP can do that. For this information, you would need to contact an HP Repair or Service Center.

I've found those links to be unreliable if you're using Win10 and the new Edge Browser; so if you are, you need to use something else, like FireFox.
