Glitching black bars across screen

About a month ago, I started getting black flickering bars across my screen that appeared over whatever I was doing and froze the computer.  Recently, its gotten much more frequent and happens even straight after loading the lock screen. This keeps happening randomly and whenever it does, the laptop is unusually hot in the area around the upper center of the laptop body around the memory. I did a bit of research and ran a few tests. A hardware diagnostic reported that there was a memory issue, the HP uefi memory component test returned a pass. While running another system test in the uefi diagnostic thing, it froze again with faint green dots across the screen instead.

This is a hardware issue, right? Meaning I would have to replace the motherboard since memory is integrated?
