I noticed that I can't record HEVC/H265 video with AMD HW encoder in OBS studio. And DXVA checker shows that HEVC decoder is not available too. I have tried to reinstall windows and the GPU driver, I also updated BIOS to the latest version. But the problem still exists.

Here is what I see in DXVA Checker.

Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue

 

Try Enabling or Disabling Windows Hardware-Accelerated Video Decode

Sometimes, issues with DXVA can be resolved by toggling a setting in Windows itself:

Settings → System → Display → Graphics settings.

Look for an option related to hardware-accelerated video decode and toggle it on or off, then restart your PC.

 

Check the Status of HEVC in Device Manager

Open Device Manager and expand Display adapters.

Right-click your AMD GPU and select Properties.

Under the Driver tab, verify that the driver is up to date.

Under the Details tab, you can search for the Hardware IDs and check if your GPU is reporting the correct hardware features for HEVC support.
