Microsoft Windows 8.1 (64-bit)

I ran into a problem, when connecting a laptop to a monitor via HDMI, the monitor does not show anything (sometimes glitches are displayed in the form of different colors). I reinstalled Windows, the drivers are fresh.

You need to right-click on the Desktop and select Display Settings.  If the Display section does not show the two screens, the laptop and the monitor, Windows does not "see" the monitor.  You would have to try an alternative like a USB-to-Video cable to connect the monitor to the laptop.
