When I bought this laptop, it's looks fresh from factory, and I played some games and it runs smooth (maybe, I didn't feel stuttering issues at that time). I updated the bios using hp support assistant app at 19th february 2021, that's the 10th day after I buy this laptop. After that I updated the windows in the settings, also update the display adapters, amd radeon graphics at the device manager. From these updates, things began to change a bit. I sometimes feel sound stuttering when I listening in spotify and watching youtube, and I feel both audio and display stuttering when playing games. For some games like Genshin impact that uses 6gb of ram when playing, maybe I consider that a normal since my ram is only 8gb, but somteimes when I play world of tanks blitz, osu, or a games that didn't use much ram, it stutters but not as much like playing genshin impact.
I've search for drivers for my hp 14s at support.hp.com/drivers, I've tried both using the serial number and hp product detection, but none of them can detect my laptop. Lastly I sign up my acccount and it detects my product, but with an unknown waranty, when I tried to clicked, it displays the loading screen and took forever to search the driver.
Lastly I checked a youtube for a solution, I've tried to settings the amd radeon software, disabling windows game mode, disabling xbox, replace regedit file values, downloading latecy monitor and quick cpu for monitoring.
When I run the latency monitor, the highest milisecond measure to interupt process latency reaches 500, I don't know why, but the app says "My system have trouble to handling real-time audio and other task. You're likely to experience buffer under runs appearing as drop outs, click or pops. One problem is related to the power management, disable the cpu throttling in control panel and BIOS setup. Check for bios updates".
What should I do to make my laptop runs like new again? or does downgrading BIOS helps reduce the latency?

Since the issue started after the BIOS update, You could try a BIOS Crisis Recovery https://support.hp.com/in-en/document/c02693833
