Is there any way the HP 17 Laptop PC can support a 3840 x 2160 resolution external display (HDMI and DisplayPort connections) at 60hz?

Sorry NO, it HDMI port is HDMI v1.4b supporting: up to 1920×1080 @ 60Hz. as mentioned on its manual page 3. You may be able to use USB-HDMI adapter with DisplayLink chip to get higher resolution. For example
