I've purchased a brand new HP 27f 4k Monitor  and I cannot connect it to a laptop . I am receiving the message HDMI inactive . 

I have tried two different laptop (HP Elite Book and Dell XPS) , I've tried both HDMI ports, I have gone out and purchased a new HDMI Cable., I've tried various options of starting the laptop with HDMI cable plugged in and also plugging it in after the laptop starts.   Very frustrating and time consuming.

Don't worry as I'll be glad to help,

I understand that you're getting HDMI inactive error message while connecting the HP 27f 4K Display. If you have already performed the steps from the document Advanced HDMI Display and Sound Troubleshooting (Windows) https://support.hp.com/in-en/document/c06293717 and the issue persists, it could be a hardware failure.
