Welcome to HP Forums,

This is a great place to get support, find answers and tips,
Thank you for posting your query, I'll be more than glad to help you out 🙂

I see that you're unable to create a folder and keys are not responding correctly.
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:

  • Are you getting any error message or code while creating a folder?
  • When was the last time keyboard worked fine?
  • Have you made any hardware/software changes?

While you respond to that, I recommend you to perform the following steps to isolate the issue and arrive at a fix:

Let's try:

  • Navigate to the location where you want to create the folder. ...
  • Hold down the Ctrl, Shift, and N keys at the same time. ...
  • Enter your desired folder name. ...
  • Navigate to the location where you want to create the folder.
  • Right-click on a blank space in the folder location. ...
  • Select New then Folder from the contextual menu.

Hope this helps! Keep me posted for further assistance.

If I have helped you resolve the issue, feel free to give me a virtual high-five by clicking the 'Thumbs Up' icon below,

Followed by clicking on "Accept as solution" from the drop-down menu on the upper right corner,

Thank you for posting in the HP Support Forum.  Have a great day!

I appreciate your efforts to try and resolve the issue. This sounds like software related problem as you've performed relevant troubleshooting steps reinstalling the OS should have taken care of this creating folder issue.

Have you tried this method:  Right-click on a blank space in the folder location or on the windows desktop

Hope this helps! Keep me posted for further assistance.

Thank you for posting back.

As its Operating system related issue, performing system factory reset is the best solution for this "folder" issue.

Keep me posted for further assistance.

All problem (Bluetooth issue, new folder creating issue) are solved by reinstalling all software from recovery manager. This we can try or suggest.
