Hello, My HP Envy touchscreen has stopped working. Initially it stopped working but resolved after a restart. It stopped working again soon after and I followed all the advice from previous posts including
1. Checking for HID compliant touch screen, updating drivers (they were already up to date), uninstalling these and restarting the computer to reinstall, did NOT work, HID compliant touch screen does not show up in device manager now
2. Updating drivers
3. Updating BIOS
4. Resetting computer
What should I do? the product is very new and otherwise working fine, no structural damage or harm to the screen to cause this

Superb description and stupendous diagnosis of the issue before posting. Kudos to you for that. 😊
I see you have tried many of the steps we suggest, I appreciate your efforts.
Now let us try to isolate the issue.
Please check if the touch is working on BIOS.
1) Shutdown your PC completely, as soon as you Turn on the computer repeatedly press the Esc key to enter the Startup Menu.
2) Press F10 to open the BIOS Setup Utility.
Check the touch response here.
If the touch works on BIOS then it is a software issue. Please enable the touch screen driver in Device Manager.
In Windows, search for and open Device Manager.
Expand the Human Interface Devices heading.
The touch screen device is labelled HID-compliant touch screen, or similar. Right-click the touch-screen device.
If the option to enable the device is included in the menu, click Enable.
If the Enable option does not appear in the menu, continue to the next step:
Reinstall the touch screen driver in Device Manager
Install Windows updates
Update the BIOS and graphics driver
Configure the touch display
Perform a touch screen diagnostic test in HP Hardware Diagnostics UEFI
Adjust the power management settings for your touch screen.
Reset your computer
