During boot Caps lock is blinking : 2 short 3 long  - I did not found it on HP troubleshooting page.

After a while it booted up, but the screen is full with big dots (different colour).

What does this 2 short and 3 long means? 

And what to do with this laptop now?

This indicates a memory problem.  Memory is shared with the graphics processor and it seems that memory is bad causing those artifacts.

 

Remove memory clean the edge contacts, use air duster, and reseat memory.
