I am experiencing  an issue on my HP Pavilion 15-cs1004TU laptop running window 10 . When I open  the flickering occurs intermittently  across all applications, The issue is not related to any specific program.

How does it look? Does this happens in BIOS as well?

See if updating the Intel graphics driver to the latest version found on the Intel site resolves the problem.

 

Intel® 7th-10th Gen Processor Graphics - Windows*

 

If that doesn't help, your PC may have a loose or faulty display cable.
