I reviewed your post and I understand that you are unable to turn on the privacy screen on your computer.

Thank you for posting on the HP Support Community.
After reading your post, I did go through the Product specifications of your product and found that you have 33.8 cm (13.3") diagonal 4K IPS micro-edge WLED-backlit touch screen with Corning® Gorilla® Glass NBT™ (3840 x 2160) installed on the PC.
This computer does not support HP Sure View can only be used on notebooks that came with an HP Sure View privacy panel installed.
