Unfortunately I have forgotten when and what occurred prior to this fault. I think it was a Windows Update about mid-October. I have run the online touch screen troubleshooters a couple of times. Installed Ubuntu multiboot - touch screen works. Updated BIOS and drivers, hard power reset a few times, run all steps on HID-Compliant-Touch-Screen-Driver-Missing, had a fruitless online Chat, Run sp79383.exe

Get PID Failed (err= -3)
reinstalled windows twice. (keep files) UEFI diagnostics work great , pre-windows menus and touch keyboards work. There is no PID touch screen in Device Manager and ELAN EzyTouch Filter has an Exclamation mark but reports best driver already installed.

Welcome to the HP Community. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand, there's an issue with the touchscreen.
Appreciate you trying the troubleshooting steps. Don't worry I'm here to help!
Let's begin with re-install the touchscreen drivers -
1)In Windows, search for and open Device Manager.
2)Expand the Human Interface Devices heading.
3)The touchscreen device is labeled HID-compliant touch screen, or similar. Right-click the touch screen device and select Uninstall.
4)Confirm the uninstallation.
5) Restart the computer to reinstall the touchscreen driver.
Also, try updating the computer using the steps mentioned below -
Step 1 Run Windows Updates troubleshooter -
Click on this link to run the troubleshooter.
Step 2 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 3 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
If the issue still persists, try creating a new user account -
1) Tap the Windows icon.
2) Select Settings.
3) Tap Accounts.
4) Select Family & other users.
5) Tap "Add someone else to this PC."
6) Select "I don't have this person's sign-in information."
7) Select "Add a user without a Microsoft account."
8) Enter a username, type the account's password twice, enter a clue and select Next.
9) Tap the Windows icon.
10) Select the User icon at the upper left corner of the Start menu.
11) Select the new user. You'll then sign into your account with your password from step 8.

Thanks for taking an interest in my problem. After trying all your steps without success I decided to delete the ELAN EzyTouch Filter in Device Manager with an exclamation mark against it. After a reboot my HID touch screen turned up and all is fixed. The ELAN device has not reappeared but my touchpad seems to be working without it.
