It's been asked a couple times in this forum, and I had the same issue: my stylus was working, as well as the side button, but the shortcut ("eraser") button did not work.

 

Support here has recommended the HP Pen Control tool, which  is useless and likely won't install on recent Windows 11 PCs. The solution is to pair the pen via bluetooth - which is rather non-obvious!

 

To do this, you hold the shortcut / eraser button for about 3 seconds (a green light blinks here for me, and I need to wait until it stops blinking). After releasing the button, if you're successful, there will be a blue light indicating that bluetooth pairing is active. Just pair the pen using Windows settings - just like you would for a keyboard or mouse. After this, your shortcut button should work.
