i did uninstall the driver and restarted my pc but still didn't seem to solve the problem

Thank you for posting your query, I will be glad to help you. 
Since uninstalling and restarting didn’t solve the camera issue with your HP TrueVision FHD RGB-IR, and you’re getting a “Camera preview failed to start” message, try the following step-by-step solutions:

Check Device Manager for Issues

  • Press Win + X → Device Manager.
  • Expand Imaging Devices or Cameras.
  • Locate HP TrueVision FHD RGB-IR.
  • If there's a yellow triangle ️, it’s a driver issue.
  • Right-click → Update driverSearch automatically.

Check Privacy Settings

  • Go to Settings > Privacy & Security > Camera.
  • Ensure camera access is enabled for apps and system-wide.
  • Make sure the app you're testing with (Camera, Zoom, Teams) is listed and allowed.

Reset the Camera App

  • Settings > Apps > Installed Apps > Camera.
  • Click the 3-dot menu or select it → Advanced options.
  • Click Terminate, then Reset.

BIOS Settings Check

The IR part of the camera (used for Windows Hello) might be disabled:

  • Reboot and enter BIOS (usually press Esc or F10 at boot).
  • Look under Device Configuration or Security for camera-related options.
  • Ensure IR camera / webcam is enabled.

Use Windows Troubleshooter

  • You already saw the “Troubleshoot” button — click that.
    Alternatively:
  • Settings > System > Troubleshoot > Other troubleshooters.
  • Run Camera troubleshooter if available.

Check for Conflicting Apps

  • Apps like OBS, Snap Camera, or third-party webcam tools can conflict with the native camera.
  • Try disabling or uninstalling them.
